The UN has administered the region since 1999, following years of brutal war crimes by Serbian forces. As the region already has a clearly defined border and its own government, the independence declaration can possibly be viewed as the birth moment of the new country. The 29° Gemini rising chart has L2 Moon in H1 opposite L7 Jupiter in H7. This is the fame giving gajeskari yoga, suggesting that Kosovo will enjoy status as a renowned country in Europe, possibly given the fact that the majority of the population are muslims. Moreover, the birth of the new country takes place in the Rahu-Moon period until October 2008. The status of the country will begin on a very favourable note. This period is followed by the Rahu-Mars period until October 2009, when some problems are likely to crop up as L11 Mars in H1 is afflicted by Rahu in the 9th house. However, as the favourable Jupiter-Jupiter period begins in October 2009, the influence of Kosovo will be felt more strongly. The affliction of L3 Sun in the 9th house by Rahu suggests problems for the head of state. However, as L9 Saturn is strong and well placed in the 3rd house, this will add protective cover. The founding of the state comes against the strong wishes of Serbia and Russia that it not take place. As a result, the independence is seen as a victory for Europe and the more humane values of its society compared to the past horrors of Soviet communism and more recently the nationalist policies of Putin of Russia, as well as the Serbian atrocities in Kosovo in the recent past. We could also note that Montenegro has also declared independence a few years ago and is now on track to become a member of the European Union. Limitations Kosovo's parliament is expected to endorse a declaration that contains limitations on Kosovan independence as outlined in the UN plan drawn up by former Finnish President Martti Ahtisaari. Kosovo, or part of it, cannot join any other country. It will be supervised by an international presence. Its armed forces will be limited and it will make strong provisions for Serb minority protection. This chart places L1 Moon in 12th house in opposition to L6 Jupiter in the 6th house MEP. The 2nd lord Sun is badly placed in the 6th house and afflicted by Rahu, with also 10th lord Mars in 12th house afflicted by Rahu. These placements suggest losses and setbacks to self, status and position in world through conflict and bad judgement. I don´t know why this time is different from that announced, but it seems to be a recording of the events as they took place in the parliament.
