Mooltrikona and deblitated sign

Dear Sir,

 

for most of the planets sign for debilitation and mooltrikona are some distance apart except for Jupiter and Venus where adjacent sign may be mooltrikona or debilitated. Why is this. Jupiter is slow moving planet but venues is fast moving with birth time and error or in correct ayanamsha can make a big difference. Pl advise and comment.
