It is certainly cumbersome for a beginner in Jyotish to make sense in the current mess (that is prevailing in the Jyotish scene in India) I will suggest a couple of ways to make your study more meaningful (i)Join a course of the ICAS in your area.This will give you the opportunity to study Jyotish under the guidance of experienced Jyotishis (You can also interact with the students in the course) (2)Purchase the following books: (i)Light on Life -by Hart De Fuow and Robert Svoboda (ii)Ancient Hindu Astrology for the Modern Western Astrologer-- by James Braha The second book is the best book in the world

for learning Jyotish (in my opinion).It was published by Motilal Banarsidass. You may enquire at Connaught Place and find some old edition perhaps (else you can order at brahas.com) The above steps will put you on a clear path.
