I guess self-effort reasoning makes a little more sense in case of Horary. For example, if the person has not bought the ticket yet and ask the question of winning lottery, we can say that he will not be able to buy lottery if 1st house is not signified. In Natal astrology, 1st house doesn't seem to have any relevence.
