Once the sun has risen you can offer the Tarpan. What if there are clouds and you do not see the Sun even if you come out of your apartment? You still offer water to the Sun God, don't you? Therefore it is the astha and the bhawna which is important. The same hold good for the Moon. [ 2 ] Traditionally any kind of pooja is excluded during this period because these 16 days are reserved for the Pitragan.But one should not suspend his every day pooja he has been doing the year round. [ 3 ] Yes you can. But how would you drain the milk collected at the feet of Lord Shiva? You can not let Him stay there in a milk-wet mud,can you? Therefore I suggest that you continue with the way you had been.
