For those interested in understanding better the reforms introduced

by the Lisbon Treaty, which is still in the process of ratification,

please note the two positions that give the union more capacity when

it comes to the EXECUTIVE branch of its supranational institutions:

 

PRESIDENT of the EUROPEAN COUNCIL: figurehead for the Union, gives

impetus to the work of the European Commission, arbitrates in the

Council of Ministers. The President is being elected every two and

half years, which is a fairly short term. Four times a year he meets

with other 27 heads of state of the Union and then directs the

operations of the EU Commission (bureaucracy) and arbitrates the

Council of Ministers, who make decisions.

 

HIGH AUTHORITY of the COUNCIL OF MINISTERS: serves as foreign

minister of the Union. He will be the external voice for the Union,

its super-ambassador. Likely the President of the EU will take on an

special or exclusive role in this area, like the President of the USA.

I find it fascinating to witness in our lifetime a process so similar

to the founding of the USA - and to see the compromises between those

that want to keep the EU a confederation of the member states, with

the rights and powers belonging in the national parliaments and

governments, and those that want it to have ever more federal powers.

In the case of the latter, the supranational institutions are the

form by which the federalist changes are being made, to strengthen

the executive capacity of those institutions, if ever so gradually.

Even the increased role of the European Parliament is being presented

as an advance in democracy, when some would argue it is moving the

legislative powers to the supranational body. Very interesting.

 

These two changes are interesting also from an astrological point of

view. The evolution of a Presidency for the EU, which is not elected

by popular vote and has a rather brief turm suggests the Sun in the

EU chart is well placed but not as strong and influential as in the

SAMVA USA chart. Secondly, the creation of the High Authority

suggests the 7th house is important in the chart. Again, the strength

would not appear to be as much as in the SAMVA USA chart. In fact,

during its first half century, the EU has been growing slowly and in

fledling steps. The effort has been finding ways around resistance by

those who oppose the federal state by incremental and hesitant

reforms of the supranational institutions. By comparison, the USA

took less than a decade to shed its confederation government and

adopt federal powers with conviction. The introduction of a federal

tax was taken directly and the resulting protest, Shays rebellion of

1787 and, more so the Whiskey rebellion of 1791, was beaten back with

armed force.
