This vote becomes important as Irish voters are in the unique position of being able to veto the proposed "constitution". A 22° Leo rising chart has been rectified for Ireland by Jorge Angelino (http://satva.blogspot.com/). The vote comes during the period of FBs Venus-Jupiter. Jupiter is 5th lord and well placed in the 3rd house. Moreover, transit Jupiter is on the MEP of the 5th house. However, there are also clouds on the horizon, with notably 1st lord of this chart, the Sun, and 3rd lord Venus conjunct in late Taurus and 10th house under the afflicting aspect of Rahu in the 6th house. At the same time, 9th lord MARS and FM KETU are conjunct in the 12th house. I have been performing research on the possible chart for the European Union and presented my preliminary and, as of yet, inconclusive findings concerning a chart for the union in an article TREATY OF PARIS.pdf on SAMVA It will be interesting to see what the Irish decide, so important as it is likely to be for the future of Europe. Ireland this week becomes the only one of the EU's 27 member nations to put its new governing treaty to a direct vote of citizens. Because defeat anywhere will kill the agreement everywhere, it is up to Irish voters to decide whether the alliance will move toward the political unity envisioned by its post-World War II founding fathers. The treaty is the ``culmination of the effort to revamp the EU after the fall of communism and enlargement to new members from eastern Europe,'' says John K. While every other country is ratifying the treaty through parliamentary action -- 15 have already done so -- Irish law requires that such measures be put to the voters. For most of the campaign, polls showed a plurality in favor of the accord. But opposition has been growing, and an Irish Times/TNS MRBI poll published June 6 for the first time gave opponents a lead, 35 percent to 30 percent. A poll published by the Sunday Business Post yesterday showed supporters leading by 42 percent to 39 percent, within the margin of error, with 19 percent undecided. 2001 Redux? Supporters are concerned about a repeat of 2001, when a last-minute surge of opposition defeated the EU's current, more limited governing treaty. In the case of the latter, the supranational institutions are the form by which the federalist changes are being made, to strengthen the executive capacity of those institutions, if ever so gradually. Even the increased role of the European Parliament is being presented as an advance in democracy, when some would argue it is moving the legislative powers to the supranational body. Very interesting.These two changes are interesting also from an astrological point of view. The evolution of a Presidency for the EU, which is not elected by popular vote and has a rather brief turm suggests the Sun in the EU chart is well placed but not as strong and influential as in the SAMVA USA chart. Secondly, the creation of the High Authority suggests the 7th house is important in the chart. Again, the strength would not appear to be as much as in the SAMVA USA chart. In fact, during its first half century, the EU has been growing slowly and in fledling steps. The effort has been finding ways around resistance by those who oppose the federal state by incremental and hesitant reforms of the supranational institutions. By comparison, the USA took less than a decade to shed its confederation government and adopt federal powers with conviction. This should be shown in an authentic chart for the EU - possibly as an affliction involving the 11th house/lord or Sun.
