Some astrologers consider the event when Boris Yeltsin announced the Minsk Agreement on this day as a declaration of the independence of Russia and the basis of its horoscope. While this date may have had relevance it is clear it has been usurped by latter developments. In this regard, however, it is important to note that the subsequent creation of the Commonwealth of Independent States (CIS) on December 21, 1991 did not create a new state unto itself. This has been emphatically stated by legal scholars and is supported by the fact that the CIS is not endowed with supranational powers. At most, the CIS is compared to a loose confederation akin to the European Community that preceeded the European Union [3]. As such, the creation of the CIS has little relevance for the consideration of a horoscope for Russia. By contrast, the formation of the Union of Russia and Belarus on April 2, 1996 represents the vertiable creation of a NEW STATE. While the new Union has been characterised as a “loose union state,” it is still very much a state. Moreover, the political integration has been proceeding as envisaged, with the heads of state of Russia and Belarus intimately involved. A process of monetary integration is also underway. "As the major partner in the Formation of Community is Russia the date of April 2, 1996, would be appropriate to be considered [as the basis for Russia's horoscope]." - V.K. General Gennady Troshev had worked for both Dmitry Medvedev and Vladimir Putin. Troshev was a top Russian general in the first Chechnya war. There was some controversy regarding General Troshev defying government orders, resulting in President Putin moving him in 2002. The question is if the West can or will do something about the disputed situation, to prevent it from becoming ever more entrenched. It seems it will not do anything to increase the political tensions. However, it is likely the isolation of Russia will be quite pronounced for at least the next six months, while the KETU sub period is operating. While the financial crisis in Russia is to a large extent a biproduct of the general morose situation in international markets, it appears to have been compounded by the considerable political tension. The efforts to create the union began in 1996 and have continued in subsequent years. This is an exploratory effort and the predictions made will help determine if it is the authentic chart. So far, there are promising signs, but a lot depends on what the leaders of Russia do in the future. Will they act in the ways that the chart suggests, such that Russia will have a positive role in the world, notably during the forthcoming Sun sub period from November 2010 to May 2011. Time will tell. There are several things going on in the SAMVA USA chart next fall. As per SA, and as noted in my last message, transit Jupiter, as the 6th lord of financial stability (ability to service debts), will be conjunct natal Sun, as 2nd lord of wealth, from early September to mid November 2009. This suggests financial stability concerns will be weighing on the wealth of the country, either in terms of valuations in the stock market or the dollar. The passage of sub-period lord Saturn, as 8th lord of easy gains but also obstacles and endings, into the sign Virgo and 3rd house is expected to bring some improvement. However, Saturn will be involved in two afflicting aspects in the first decante of Virgo. In October 2009 transit Saturn, while moving at normal speed, will aspect natal Jupiter at 4° 25' Scorpio and 5th house. This would be expected to exacerbate the tendency for conflict and financial instability during the stationary affliction of Jupiter to natal Sun. This is more so as transit Rahu at 3°-2° Capricorn will be aspecting transit Saturn while transit Ketu will be also aspecting natal Jupiter at different times in October. Transit Mars and Mercury will also get caught up in these influences in the first half of October, undermining the confidence of investors. A second affliction takes place from December 2009 through February 2010 when transit 8th lord Saturn becomes stationary at 10° Virgo from where it afflicts natal 10th lord Mars at 10° 07' Scorpio and 5th house. This suggests a difficult time for people and things ruled by Mars in the USA, e.g. firemen, police, soldiers and athletes as well as advanced industries, government management and foreign trade, involving possibly the software industry.In sum, a cursory overview of the transits suggests September, October and the first half of Novmeber may be challenging likely for financial matters but the period from December to February will also be challenging, but in a different way as described above.
