Without specifying whom would be targeted, Ahmadinejad said: "According to information we have they (Israel) are seeking to start a war next spring or summer, although their decision is not final yet.But the resistance and regional states will finish them if this fake regime does anything again," the hardliner said at a press conference when asked about ongoing efforts to reconcile ties betwen Arabs and Israel. The already deep-seated enmity between Iran and Israel have deteriorated since Ahmadinejad became the president, with the latter not ruling out a military strike against Tehran's nuclear sites in a bid to stop the Islamic republic's galloping atomic programme.

What in the 21° Capricorn rising chart would explain the following behaviour?

Israel is accused of waging covert war across the Middle East

The Times February 13, 2010

Israel is waging a covert assassination campaign across the Middle East in an effort to stop its key enemies co-ordinating their activities. Israeli agents have been targeting meetings between members of Hamas and the leadership of the militant Hezbollah group, and the Iranian Revolutionary Guards.

We can see that

- Natal Rahu, which rules covert activities, is at 21° Aries where it is exactly conjunct the MEP of the 4th house and hence afflicting the 12th house of foreign matters and losses and the 8th house of obstacles and endings. This is a major influence.

- Natal Jupiter as 12th lord of foreign matters and losses is in the 12th house from where it aspects natal 4th lord Mars, the dispositor of Rahu, in the 8th house.

This combination has seen an almost constant state of war between Israel and its neighbors from the inception of the state of Israel on May 15, 1948, with Israel resorting to covert actions. As the 4th house and its lord are so seriously afflicted in the chart, however, there woudl rarely be peace or communal harmony in Israel. The strength and good and powerful placement of the Moon (7th lord in 7th house of foreign policy) , Mercury (9th lord of fortune on the MEP of 5th house of creativity and aspecting 11th house of friends) and Saturn (2nd lord of status and wealth) have helped the state of Israel to survive such a difficult placement.

With transit Rahu passing into aspect of natal Rahu in mid April, there could be some difficulty at that time as Mars-Rahu period is operating. April 18 is of interest as transit 8th lord Sun in 4th house will be afflicted by natal 12th lord Jupiter, while both natal and transit Rahu afflict the 4th, 12th and 8th houses (see attached jpg file).
