First, the conjunction of Sun and Jupiter in MEP of 7th house in the chart for the Constitution would bespeak of a quite pronounced foreign policy role for Chile, especially during the Sun and Jupiter periods. The Jupiter major period began in August 2008. It seems Chile has played a non-trivial role in the regional and global politics in recent decades. Foreign relations of Chile Since its return to democracy in 1990, Chile has been an active participant in the international political arena. Chile assumed a two-year non-permanent position on the UN Security Council in January 2003 and is an active member of the UN family of agencies, serving as a member of the Commission on Human Rights and participating in UN peacekeeping activities. Chile hosted the second Summit of the Americas in 1998, was the chair of the Rio Group in 2001, hosted the Defense Ministerial of the Americas in 2002, and the APEC summit and related meetings in 2004. In 2005 hosted the Community of Democracies ministerial conference. An associate member of Mercosur and a full member of APEC. The OECD agreed to invite Chile to be among four countries to open discussions in becoming an official member. Chile and has been an important actor on international economic issues and hemispheric free trade. At the time, 6th lord Moon was closely conjunct Sun and Jupiter. Transit Rahu was also closely afflicting transit Moon and natal Jupiter and Sun. Finally, transit 9th lord Venus was closely afflicted by transit Ketu and transit Moon. That is a rather massive contact in the chart, which is what drew my initial attention to it. As is often the case, it is hard to rectify a chart for Chile, due to absence of historical information. While Wikipedia offers some information, there are also gaping holes, which likely only a national scholar could fill. We know the country has been in existence for a long time. However, we may be missing some important detail about the major legal founding event. We can also look closer in history, linked to the major military coup of September 11, 1973 (2:30 pm finished) as a seminal event. This was followed by major reform of the country, instituted by the Junta, with a new constitution approved in a plebiscite on September 11, 1980. Normally, we do not attach importance to constitutional change, but in this case, some case could be made that it represented a dramatic overhaul of the country as to constitute a new beginning. "A new Constitution was approved by plebiscite characterized by the absence of registration lists, on September 11, 1980, and General Pinochet became president of the republic for an 8-year term. Morevoer, Rahu in the 6th house aspects the 10th house of foreign trade, with Chile being a leading exporter of wine. The close conjunction of Sun as 7th lord and Jupiter as 11th lord in the 7th house MEP would also suggest major importance of Chile for foreign policy, the rule of law and major gains for Chile based on income from entrepreneurial activity (Jupiter aspects 3rd house), tourism (7th house) or banking (Sun) and its own 11th house. Mars as 3rd lord in 9th house, with 9th lord Venus badly placed in 6th house, could be consistent with Chile having an imporant ship building industry, with many of the drydocks being damaged in the earthquake. That said, while the rule of law would be important there would be major problems in the country associated with nodal influences and bad placement of several planets. Latest reports indicate around 50 people have perished but the numbers will likely go up. Fifty years ago, the worlds largest earthquake, 9.5 on the richter, struck in the same or similar location.
