The city controller of Los Angeles this week said it might go broke in a month; the mayor called for nonessential services to be shut down for two days a week. The Citizens Research Council of Michigan, an independent research organization, released a report on Detroit, and said it might be helpful if the city reorganized under bankruptcy protection. There’s a lot of bad stuff going on in Muniland right now. Because tax revenue tends to lag behind economic recovery, there’s more gloom on the horizon. The question for bond buyers is whether “things can go systemic,†as Bookstaber puts it.

 

There will be more defaults, yes, and possibly a few high-profile bankruptcies that will shock the system. The really bad news will probably be concentrated in a number of states, the same way most of the housing collapse was.

A major tragedy has befallen Poland. I looked at the many charts rectified for the country based on events in the 20th century, but could not find a convincing match. I then looked earlier into history and found an interesting event to consider. It is offered for the study of interested list members. The ascending sign rectification is also quite tentative.

MOSCOW – Polish President Lech Kaczynski and some of the country's highest military and civilian leaders died on Saturday when the presidential plane crashed as it came in for a landing in thick fog in western Russia, killing 96, officials said. Russian and Polish officials said there were no survivors on the 26-year-old Tupolev, which was taking the president, his wife and staff to events marking the 70th anniversary of the massacre in Katyn forest of thousands of Polish officers by Soviet secret police. The crash devastated the upper echelons of Poland's political and military establishments. On board were the army chief of staff, national bank president, deputy foreign minister, army chaplain, head of the National Security Office, deputy parliament speaker, civil rights commissioner and at least two presidential aides and three lawmakers, the Polish foreign ministry

said.

In the preamble of the 1997 Constitution of the Republic of Poland it is stated that the Republic considers itself a successor to the Commonwealth (created by the Union of Lublin).[1]

 

The Union of Lublin was superseded by the Constitution of May 3, 1791, when the federal Commonwealth was to be transformed into a unitary state by King Stanisław August Poniatowski. However, the constitution was not fully implemented and the Commonwealth was ended by the late 18th century partitions of Poland, with the last one in 1795.[1]

 

However, recent studies claim that the partitions happened when the Commonwealth had been showing the beginning signs of a slow recovery and see the last two partitions as an answer to strengthening reforms in the Commonwealth and the potential threat they represented to its neighbours.[ 2] As such, the partitions can be considered to have weakened the Polish state but not completely end it. Poland continued as a national entity, with some form of statehood, despite tremendous disruptions and obstacles from the late 18th century into the late 20th century.
