If you say that D-16 only shows selling or distributing cigarettes, I cannot agree at all. D-16 is a chart at the mental level - the level of consciousness. It shows the sense of comfort, happiness, sadness and pleasure that the mind experiences in various matters. If one smokes cigarettes, it may give one's mind a sense of pleasure or happiness, albeit tamasik. That is clearly a D-16 thing. Of course, there must be links with D-30 too, as it is a weakness, but D-16 MUST show it too. Please look at the D-16 of some smokers. Luxury is only one aspect of D-16. D-16 really is the chart of mental happiness and sadness, satisfaction and dissatisfaction, pleasure and pain. It is the chart that shows the direction of the mind (manah gati). No wonder Parasara specially mentioned the importance of D-60 and D-16 after mentioning the uses of all divisions. Regarding the amsas occupied by planets, I humbly suggest that more research is needed. Looking at which amsa contains " many planets " as Partha said is too simplisitc. The 4th lord being in Shiva's shodasamsa, for example, is not the same as the 12th lord being in Shiva's shodasamsa or the 8th lord being in Shiva's shodasamsa. Especially, amsas occupied by various karakas of the division, I find, are crucial. We have to be able to understand the significance of the amsa occupied by each planet (each house lord and each karaka). This statement holds for all divisions and not just for shodasamsa. I will be off the list for a while again.
