It could show that the two planets are involved in a more special way. Mars is the natural lord of lagna/intelligence, and should have the ability to understand and uplift its own state that was created by virtue of its not being able to understand its own reflection (4th house is the most intimate expression of being i.e. 1st house), which is mind. If the self will not uplift its own state, then who else will do it? We don't always need/seek support of others in our most piteous state of being!! Do we? Other planets while debilitated are in very bad shape (lack strength) and need some support to get out of such condition. The lordship of Mars on the Natural Lagna doesn't give it the strength to get suo moto neechabhanga. However, I would think that, if Moon can it will only if it is strong in Pakshabala and Sthana Bala. I am not just ruling out the possibility altogether, however, if it is placed in the Kendra to Lagna, then the neechabhanga becomes more effective.
