Dear Sanjay , Paji, Amol mandar & others,

Meena is the 12th house of the kalapurusha. Meena is the swakshetra of Guru. Guru represents the 'dhi' sakthi'. When the 'dhi sakthi' gets that illumination that inorder to attain the sahaja state (the original state/swakshetra effect) the only way is to surrender to the holy feet of the Lord, Guru induces the jiva to offer himself (sacrifice/mahabali - 12th house principle - yajna) with a plea to the Lord that He may place his feet on the head. The moment the Lord responds and blesses the native with pada sparsha (TOUCH OF THE HOLY FEET) the Kundalini sakthi(venus) raises with the speed of lightening and places herself in the sahasrara dala padma so as to reach to paramapada(holiest of holiest shrines - moksha pada - ketu has his moolatrikona here in Meena).

What does this mean? So long as the jiva is groping in darkness and is bahir mukha(showing the back to the lord - akin to retrogression of Guru - Rahu) the drive(3rd house effect) is beautifully dominated by Maya(Venus). The moment the direction is changed by way of investiture( left to right - thereby making the antizodiacal rahu zodiacal - upavitam - 9th house - Guru's moola trikona - dhanur - Ketu is exalted - ) and the jiva is made to present himself(herself) before the Lord(upanayana means presenting/leading to ) it is said to be the second birth on account of changes in ayana/directions and that Maya is extremely pleased(exaltation of venus in Meena) and showers upon her choicest blessings(siddhis) and crowns with 1000 petalled lotus.

It is said though the lotus is born out of jala tatwa but opens up only on seing the Sun(agni). The materially soaked jiva opens up only on obtaining that illumination to sacrifice(the dharma of nara is to sacrifice - the opposite quality of desire/rahu). The 15 degrees starting from Meena to that 15 degrees in Mesha is the Hora belonging to Sun. Sun/Indra is the presiding deity of the ceremony Upanayana. Each ceremony has a presiding deity(eg.garbhadana is presided over by Brahma).

Investiture/upanayana helps in the change of ayana of the jiva. This helps in the proper understanding of Maya. This proper understanding of Maya is what is known as exaltation of Venus in Meena. In layman's parlance the directional changes are always considered as inimical. Hence it is felt that Venus is exalted in his enemy's camp.

Amongst all the other factors the lagna(seat of intelligence) and Sun are to be given special focus while fixing up the Muhurtha for Upanayana.
