Let us see how we can piece this together based on your translation of the words; First line: Janma lagna be calculated with reference to place of birth. here I have used 'called' to mean 'calculated'. Second line: bhava, hora and other special lagnas act uniformly. The translation I have says " The natal lagna is to be calculated according to birth place while the bhava, hora lagna etc are common to all places " Somehow I do not agree with this latter translation. The reason is that the time of sunrise also depends on the place.
