Debilitated planet in dusthana

I have some queries with regard to the placement of a debilitated planet in

a dusthana. I read Sri Sanjay Rathji's lesson on Parakrama Yoga where he has

mentioned that a debilitated planet in a dusthana (when the lagna lord is

strong) is actually a Raja Yoga.

 

Is the above rule applicable even to the divisional charts? If not, how do

we interpret such a placement? For example, in my own chart, I have Venus

debilitated in the 8th house in Navamsa. Venus is the lord of the 4th and

9th houses.
