A watch which is correctly tuned to standard time .(you may not need a atomic watch ),  a chronometer may do the required job . Just stop the watch at the moment of birth. 2. Which is the moment , when one should stop the watch and record the birth time.There is   no unanimity among savants And there are practical difficulty to pin point the birth moment.  And then , as you have rightly said , that savants follow different Siddhanta and methods ,which do not   reach on the same results on rectification. Perhaps 'solution' could invite two or more methods. Doctors in Duke Hospital in North Carolina (here ) USA believes the intake of oxygen, which occurs when a child cries (collects air through mouth) as nose would or may have to be cleaned to have a free flow of air. Obviously the first cry is the birth time of that child. Astrology defines that the rays of Sun (direct and refracted) hitting the child (part of child) as coming out of th womb is the time of birth. This becomes distinct recorded time in case of twins and multiple births. However, this is also not exactly defined in scriptures or in later documents of Astrology. Researchers are not sure, while they believe the time declared is taken as time of birth. In the present day context, we have the help of computer and software to cast horoscopes, instead of couple of decades before, when I used to burn the midnight oil to cast a horoscope and become tired when I complete the work. These scientific advantages help us to retrace events with available data and the lines of indications under established Astrological rules. So, I take the date of events to decide the 'time of birth'. Ayanamsa and other factors only bring in marginal errors. Regards.
