Guru being the planet representing wisdom would be extremely comfortable in a sign reprsenting mind (cancer, sign of exaltation) and would be very uncomfortable in a place of physical toil. When understanding the reason for uccha and neecha, please do not use the concept of houses and rasis interchageably. It will create confusion. First understand the nature of Grahas and the nature of rasis. Then place each graha in each rasi and note the feeling of how matched or mismatched these two natures are. In this particular case, Guru is dhishakti which is for comprehension and future planning. One who can plan the best, can also do proper dharma and hence Guru's moolatrikona (office) is Dhanush. Now such a perfect intelligence when asked to work with menial labor (Capricorn) will feel debilitated (beneath his station). But ask Mars, who is fully energetic and perfect executor to come there are use the menial labor, he will be fully satisfied to do so and will be excited/exalted. Guru advises Surya, the King, who delegates the job to Mars. Like totally outside of yourself. Guru is Brahmin and ucha in brahminical rasi karka / which represents natural 4th bhava significations (mother, qualities of the heart, bhakti) which are necessary for reaching a God. The tenth bhava is natural makara rasi. Capricorn is also Kali Yuga sign, and sign of ghosts - these are not good places for Brahmana. Brahmana should also control mind and senses (sama and dama) while tenth is also house of Indra (indriya cause Jara Yoga). Makara (between-creature) is insignia of Kamadeva. There`s an interesting story in Bhagavat purana on Gajendra being caught by Makara while bathing and after could not be rescued, he cried for help from Vishnu (Krishna`s wearing earings in the form of makara). This implies the meanings related to kama and the captivating power of the same. This is why Mars (brahmacari) gets exalted here. Makara is also vehicle of Varuna, the protector of law who requires the nature of kshatriya not bramin. Being the sign of Kali yuga it depicts the period of evolution when all things related to fighting and kama are becoming predominant. Also nakshatras must tell something, especially the degree of the highest debilitation. Jupiter gets debilitated in Uttarashadha nakshatra, which is ruled by Viswadevas / Ganadevas, who are 10 in number, and in a way represent indriyas. These are the real " makara " (crocodile) the lead one to accumulate karma and get into an almost irrevocable birth cycle. where indriyas hold sway, buddhi (brihaspati) is obviously debilitated. The ganas can also indicate divisions, hence vayu tattwa, and Guru is always binding people and things together. Hence the debilitation. And, there is so much more... This is a topic of great importance as it teaches a great deal about our inner self. Yes, there are many levels to look at exaltation and debilitation. Unfortunately we are typically taught rasis first and not nakshatras. I only hope to learn from you more. Your explanation reminds me of episode where Sankara got permission from his mother to take sannyasa while bathing in the river where a crocodile caught him.From the rasi perspective again, Surya and Ketu exalt in the natural dharma trikona, Gurus in the Moksha trikona, Chandra Mangal and Budha in the artha Trikona (Mangal and Budha specifically in the upachayas), Rahu and Sani in the Kaama trikonas.
