The lowest or the most physical level to approach or access a planet is at a graha level with a graha mantra. Avatara forms are a pretty high level akin to the exaltation of a planet. Adhi devatas give us the complete knowledge of a graha. Whilst Pratyadhi Devata removes the negatives of a planet. For example, if a person’s Surya is negative, one can pray to the Pratyadhi Devata of Surya to remove all the negatives of that planet. I have not discussed this with anyone but logically it does make sense to me. As Rafal said, Adhi Devata is worshipped to start something, to get the grace of God to make something happen, to activate a graha. If a graha is in a house then that graha will bring the manifestations of the house so we can worship it on an Avatar level. When there is no graha in a house we will need to invoke the adhi devata to make the house significations manifest. However, based on this understanding, even if the house is empty, if the lord of the house is strong and/or aspects the house then avatar worship would be a good remedy. Please do add your comments.
