Your time frame seems to coincide with the USA 's Mars dasa and Rahu bhukti commencement when we use the Dhanus rising USA chart. But Mars as the 12th lord and Rahu being in the 8th do not seem to be auspicious.

Also, what is the connection between large democracies and the Jyestha Nakshatra?
