The reason could be that copper represents Mars which is hot in nature. Where as the entire exercise of offering water or the milk is to cool the Lord Shiva because of his swallowing Halahal. Therefore silver utensil, representing cool moon, is the best for it I do not know what could be the Shastriya reason for not using a copper lota to offer water/milk to Lord Shiva. However it will be perfectly alright to offer water to the Sun God in a copper lota because here the water is not being offered to cool the sun down.
