Even in the paragraph you have quoted a major mistake has changed the whole meaning. " if the 2nd house is empty. Nothing will be able to save the native. " It should be 11th house in place of the 2nd house. In place of " nothing will be able to save the native " , it could be " native will not be able to save any money " because here the book is talking about earnings. Now see the difference for yourself.
