If you pour it in a Tulsi pot it will amount to offering to Tulsi ji. In case you do not get a red flower then you can use Roli [ red powder used for tilak] Yes the water can be offered from a balcony also. [2] The upaya of burning a coin is primarily meant for sun+rahu in the 8th. You have your sun in the 8th but with mercury. Therefore there is no need to do that upaya.
