Activating the planet in the 11th house

Moon is situated in the 11th house. It is aspected by Mercury and Ketu in the

3rd house.

 

Since the 10th house is empty, the planet in the 10th house is dormant. Further

the 12th house is also empty. Hence Moon in the 11th house is also asleep. How

can it be activated?

 

What will be the advantages and the disadvantages of activating Moon here?
