[1] I am not an expert in 'Mantra shastra'. You should ask some one else about

whether any kind of siddhi can be achieved or not.

[2] I am not aware of any specific mantra to be recited at the time of an

eclipse.

[3] Yes, you have moon + Venus in the 11th house in Leo. And yes the moon will

be weak in this situation. The best thing to strengthen your moon will be to

seek the blessings of your mother, be nice and respectful to her. Keep on your

person a small piece of silver cut off from any old silver ornament worn by your

mother.
