Does low Ashtakvarga points for UL delays or denies marriage?

 

I read one very good article long time back by Pt. Sanjay Rath; In

that he mentions UL with Ketu is good for marriage. I have that

placement along with exalted venus(also UL lord), but low (19)

Ashtakvarga points.

If it matters, Jup is also with exalted venus.
