What was the original birthtime and what was the source (document, birth certificate, family diary, horoscope cast soon after birth, parents' or relatives' recall, etc). These are all important to know for jyotishis before they can proceed. It is unusual for 'local time' to be calculated for recent births. You are better off stating your birth time as 22:30 PM IST in general.
