Dear Goel ji,

 

The tithi changes only after sun rise. Hence it can not occur at the

same time every where. It will change only after the sun rise at

every place. In the Indian system, for Jyotish and Muhurth purposes,

the tithi is the one in which the sun has risen and it remains the

same till the next sun rise.

 

Suppose two people are born at 7 am , January 14th 2009, one in

Calcutta and the other in Delhi. The one born in calcutta would be

considered born on Magh Krishn 4, where as the one born in Delhi

would be considered as born on Magh Krishn 3 becuase the sunrise in

delhi on January 14 will be at 7:19 am.

 

Ofcourse, in astronomical terms, a tithi changes when the difference

between the longitude of the sun and the moon increases by 12

degrees. But it is not relevant for astrological purposes.
