Saturn, being the lord of ascendant, can not harm per se, if he is sitting in the seventh. But he is aspecting Venus, the vivahakaraka and this is what is largely creating problem in the absence of other benefic aspects or relations to either ninth house, which is lorded by venus or 7th house itself. You can confirm this by telling me whether you have hurdles in buying land property or the relative failure in the social circles(aspects of saturn will adversely affect the fourth bhava also, which is again presided by venus) Another aspect you may please confirm is whether you got good proposals during Rahu-jupiter bhukti(around 2000) but failed due to siblings problem.
