Namaste Sanjayji, Referring to your email on the Vanamamalai , I understand that your are inquiring for Sri Vaishnava Mahants in north India. While I am not aware of the status of the Swamiji whom you have mentioned, I am definetly aware that the Mahant in Vrindavan (Goda HariDev Divyadesh) is authorized by the Thotadri Math to get Pancha Samskaras to bhaktas to bring them into the Sri Vaishnava flow. There is a Vaikuntanath Mandir in Vrindavan (near the Rangji Mandir) where the Mahant is stationed.Hope you find this information useful.
