Sri Vasu vadhyar swami once said that at least you can offer to God food items normally prepared for this event. But the Chradham can be done by his father if he is next in the order of Kartha. Any how he should do it again if not done at China. I don't know there is possibility to do chradhams there?! I could not say either the chradhams done at foreign countries are accepted by Shastram (even in the Gowna paksham / worst case) or not?! But, the intention to do the chradham will reduce some amount of dhosham than leaving it as not done. Still some Shastra vadhins (Experts) are more cruel than me while explaining some thing.
