Archana and Satari for less-than-one-year olds ...

Hare Krishna.

I would like to humbly ask the following questions:

1. Why is archana not done in the name of a child who is less than a year-old?

2. Why is satari not placed on a child who is less than a year-old?

Pramana for both the above would be much appreciated. I was told this by the archaka swami at the local temple here.
