I would like to stay away from PanchAngamrelated determinations ., GrahaNam , Pongal Paanai timings etc since these intrepretations vary a lot based on local Sunrises . It takes a lot of time and effort todetermine these things inview of multiple intrepretations ( eg.,) One TarpaNam or two tarpaNams , if AmAvasyai and GrahaNam happens on the same day during this Month of January .

Please aks the local Bruhaspathys or Temple priests and observe as per local custom outside India .

Seattle based Pundit Sri Magesh Sastry ( expert on PanchAngam construction based on dhrug approach) has covered festivals and Vratam timings for many cities across the globe . I have referred to that URL earlier . If you are using Vaakya Panchangam , it will differ from Dhrug somewhat .
