There is a sastra in vedanga to analyse the essence and inner truths which is called Nirukta. One should go by these sastras and pramanas if we are educated or else one should approach one's gurunatha who is well versed in sastras and upasana. Rud draavayatiti rudraha ie., that which makes us cry. First of all, question yourself what makes us cry. The jiva repeatedly falls in this samsara chakra ie., punarapi maranam and punarapi jananam. What makes us to fall in samsara chakra and makes us cry. They are 5 jnanendriyas and 5 karmaindriyas and Manas (Mind). These become 11. They are ekadasa rudras which makes us cry by trapping us in the viscious circle of samsara. There is also another interpretation hidden in Namaka patha (Sri Rudradhya of Yajur Veda).
