Even here, I did not see a dictum or rule that only two varnas can learn and chant the Vedas. What is said is that it is not necessary for some varnas to learn / chant the Vedas, because it would interfere with the nature of their work. This is true, but, in my opinion, " not necessary " is different from " should not " or " cannot " , so, it should be allowable, at least under some circumstances that all other varnas can chant the Vedas.
