Dear sir,

 

The bhasma used for rudra abhisheka should be mixed with water

(AFIK). The abhisheka with the last anuvaka of namaka patha

ie, " tryambakam yajamahe .... " is done with bhasma mixed with water.

 

As regards other sampradayas, it needs to be clarified.

 

Usage of bhasma without water is generally not recommended as it

becomes a tantrika worship (from a secondary source). Again this too

needs to be clarified.

Usually, during ashoucha kalam or when a person hasn't taken bath, bhasma is not

mixed with water and applied in the form of dust.
