From Tantraloka:

 

ka shabdena parAshaktih pAlaka shiva samjnayA

shiva shakti samAyOgah kapAla paripaThyatE //

 

*ka* means parashakti and the pAlaka (the protector) is Shiva and hence *kapAla*

is *shiva-shaktyAtmaka*.

 

There is also another meaning for that:

 

kam pAlaya - tIti kapAlah ie., bestower of divyananda.

 

This divyananda is traced back only at Sahasrara chakra and hence symbolically

represented as Skull.
