Following is from the commentary of Sri bhAskararAya on the naama kAmakoTikA.

 

kAmaH parashiva eva koTiH ekadesho yasyAH saiva kAmakoTikA | shiva

shakti sAmarasya parabrahma rUpatvAt.h ||

 

kAma here denotes parashiva and koTi means a part or portion. That is

shiva is part of HER and SHE includes him and greater than that.

Because SHE is the parabrahman in which shiva-shakti aikyam is

established.
