I am unsure how one determines the bright or dark fortnights or whether they fall the same day/time each year. However, Srini has been posting a calendar weekly the most recent one can be viewed at http://www.shreemaa.org/drupal/taxonomy_menu/69/148 Also, in the files there is an explanation of the Hindu Calendar which provides some very valuable information. Click on Files at the left of this page, in the center of the new window, third item is Calendar – Latest Panchang : how to read a panchang. Click on Calendar then panchang.ppt, as you open that file you will see a caption "Demystifying the Hindu Calendar". I hope this helps. At this time, approaching the full moon we are in Shukla today being the 13th day of the bright fortnight or Tryodashi. This coming Sunday, the day after the full moon, i believe the dark fortnight will commence. Remember also that the days of the months vary from 28 to 31 days so even if one counts from the 1st day, some knowledge of the moon phases would be needed to know which days the moon overlaps like the 10th day of this bright fortnight for instance, was celebrated on Sunday and Monday 10 and 11 Aug. At least this is my understanding. Hope it helps.
