I have seen genuine swamis, yogis and other holy persons meditate, recite mantras and peform pujas during eclipses. Nathas, tantrikas and aghoras do it too. But I don't suggest that everyone does it. Its best to obtain a Hindu Calendar that sets all the dates and that indicates the auspicious days and inauspicious days before performing spiritual practices. Its fine to partake in food during eclipses. About going out, its best to only visit places that are safe and that you know well, and go home early; not late night.
