I don't have an answer to your first question, but I think I may be able to answer the second question and this is how I see it. The Hindu religion is a simple religion; it has no strict rules. It is a very democratic religion and is a very tolerant and a fair one too. It does not condemn / ridicule other religions and praises all religions. The message in Hinduism is God is everywhere and even within you and all you need to do is search for Him within you. There is no need to do anything else except to think you are Hindu and to follow the teachings of men of wisdom. Other things will follow. Hinduism is a way of life. It has no beginning and it has no end. There is nothing like becoming a Hindu. Hinduism being eternal, all are Hindus only. Alright, if one wants to become a Hindu, one may then say that anyone who has begun to believe in the authenticity of the Vedas, may be said to have become a Hindu. To know the self is the aim.
