No new part of the brain (the hardware) needs to be developed. We only need to debug the mind (the software) so it is no longer running on its own, but is running under the concious control of the I. Remember that all the impressions of the earlier lives are still there in the mind. The effect of these impressions is what enforces the Law of Karma. Meditation cleans up these impressions by making the I become aware of them. This is "debugging the software." Thus, the "evolution" that I envision is in the direction of more effective meditation techniques, and not an evolution in terms of genes. This may be partially true.However, now, the natural evolution has created a brain structure whereintelligence has reached the stage by which human being can control andguide the course of his own evolution. There is a possibility that suchevolution may bring about changes in the brain structure by adding oneor more lobes to the brain, or developing new connections within thecerebral cortex.Stretching our argument to its logical conclusion, we can postulate thatthe brain can develop new centers and connections to control all thelower centers of lust, hunger, sensory perception, special senses,autonomic nervous system including control of heart and respiratoryfunctions, etc. Due to this control every activity of body and mind istemporarily suspended to arrive at a stage where limiting adjutants areno more active, and the consciousness is perceived as it reallyis -Universal, Unbound and Free. This is what we call as reaching thestate of nirvikalpa samadhi and reaching the domain of 'Thousand PetalLotus'-'Sahasrara' in Tantra terminology.
