What Swami Vivekananda is trying to explain here is that the rules of morality are contextual. What may be considered immoral like " killing " by the robber; may be considered moral for a warrior defending his country. All rules of morality have this 'contextual nature'. This does not mean that no rules apply. To the contrary the teaching says that these rules are binding - even though they are limited and contextual.
