At the same time I think this " need " is innate in every bhakta for its a humanly desire. Bhaktas like His Nara-leela and they want Him to come back again and again.And so does He come again and again for his children. As Thakur says the river of divine grace is always flowing, we can always do self effort and reach its banks, but out of love for those who are still on their way, this river floods and that is the phenomenon of Avatara.
