As has been pointed out, he gave them the message he knew they needed: Give up your Western pretentions and get back to the devotion to God (Personal) of you ancestors and your true temperament. He did not need to concern himself with other lands. Swami Vivekananda on the other hand, travelled the world and had vast audiences of all sorts as his venue; quite naturally he had to diagnose their needs and address them in the situations he found himself in. The Guru gave the Disciple power and authority; he did not want to make him a clone of himself. He knew Swamiji would have within him the resources to fit whatever mental climate he came across. The more I read of him, his travels, his life abroad and his speeches, the more amazed I am at how totally universal he was able to be.
