I dont know about other countries, but I have heard Germany is very open with herbs. Ginkgo is one of the leading prescriptions there. I know of someone who lives there and she says that nothing is regulated as far as she is aware, and they are very open, and sell herbal products and pharmaceuticals in the same pharmacy, and are flabbergasted that americans have 2 different shops for the medicines.
