If the necklace is strung on tiger tail, you could probably get away with the water, but if it's strung on silk you really need to avoid getting it wet, unless you plan to have it restrung. Other fibers vary as to wet-ability. Lapis is also a porous stone, so whoever said to avoid chemicals was correct. Sunlight might fade it, but probably not in a single day for cleansing... I'm not sure on that though. So moonlight sounds right to me, or maybe bury it in dry salt. I find that it will talk to you in its own way. there are many different ways to charge stones, you can place them on coloured fabrics to soak up their energies. Lay them in the moonlight and sunlight and wood, in a river (not to get washed away) experiment but surely chemicals will not be good for it, so they say. I'd say you should lay yours on a black fabric. I think lapis will feel that strongly.
