Root chakra -- straight down, as far down as I can look. (This is the eyes only, holding the head steady.) Crown chakra -- as far up as I can look. And everything else is in between. With the " third eye " chakra, I look straight ahead. How does this connect to " If I could, how would I? " eye position? Well, I find that when I focus as if there was a chakra at the very top of my forehead, at that top front corner of my skull... then my eyes naturally go to a great 20-degrees-above-eye-level position, and the answers come freely.
