The British Medical Association said yesterday that the Government should include a provision for " presumed consent " in the Human Tissue Bill which has its second reading tomorrow. The BMA says the change in the law is needed because of the shortage of organs for donation. Dr Michael Wilks, chairman of the BMA's ethics committee, said: " A system of presumed consent could go some way to bridging this gap. " It would reverse the current system in which people opt for organ donation by joining the donors' register. Dr Evan Harris, former health spokesman for the Lib Dems, said yesterday that he would table the amendment.
