REMOVE THE CAUSE, REMOVE THE SYMPTOM!!! I might suggest a solution of half apple cider vinegar and half collidial silver and compress aggressively. Use a clean white (no dye) wash rag and soak the wash rag in the solution and just lay on the ulcer. This has worked for me when I have had skin eruptions such as shingles and poison oak. I just used room temp.compresses. I also had the solution in a spray bottle when I was not compressing. I know its not the same thing but if I had a leg ulcer I would probably handle it the same way. The sting goes away in a matter of a couple of seconds. Again, REMOVE THE CAUSE, REMOVE THE SYMPTOM! You have a couple of serious things going on here. Water pills are destructive to the kidneys. You might try a natural diuretic and cucumbers is probably the best natural diuretic known. Drink alot of water. Water gets rid of water. Are you using or eat inorganic sodium?
